No Child Left Behind Act: TITLE I - Improving Basic Programs Operated by State and Local Educational

The No Child Left Behind Act of 2001 (NCLB) is a national law requiring states to develop academic standards and assessments to measure student proficiency to receive federal funding. The NCLB Act applies to all public schools across the United States, including those in the state of Maine. Under Title I of the NCLB, states must provide supplementary services and other support to public schools in order to improve educational outcomes for all students.

Providing resources and support to LEAs

In order to effectively implement NCLB, LEAs must have the resources and technical assistance they need to develop and implement academic standards, assessments, and improvement plans. The Department of Education must provide LEAs with the necessary resources and technical assistance in order to ensure they are capable of meeting the requirements of NCLB.


In order to provide resources to LEAs, the Department of Education must first develop a comprehensive funding plan. This plan should be developed in consultation with LEAs and should provide an outline of the resources needed to effectively implement NCLB. This plan should include both long-term and short-term funding and specific funding targets for each LEA.


In addition to providing resources to LEAs, the Department of Education must also provide technical assistance. This assistance should include guidance on developing and implementing academic standards, assessments, and improvement plans. The Department should also provide LEAs with access to experts and resources that can help them understand and implement NCLB.
